Lord Shiva’s formless form is Shivling. Which is present on earth, which we all worship. Due to which Lord Bhole Nath is soon please. It is said that whatever is offered on the Shivling. He reaches directly to Lord Shiva.
As soon as the month of Sawan starts, everyone starts trying to please Lord Shiva. And anointing Lord Shiva with different types of ingredients is one of these ingredients, milk which is offer by all.

Because milk is very dear to Lord Shiva, when the sea was churned by the gods and asuras, then there was amrit and poison also came out of the sea with many gem-rubies, out of which all the gods took the nectar.
But Lord Shiva took the poison himself for the welfare of the world and took it in his throat and due to the poisoning of poison, there was intense heat in the whole body of Lord Shiva and the effect of the poison was on the whole body.
Due to which their body started turning blue, then the gods flowed a stream of water on Bhole Nath, but that did not affect anything and the effect of the poison did not decrease, then the gods fed milk to Bhole Nath, which would reduce the effect of poison on their body. Since then, the tradition of offering milk to Lord Shiva started.
Second reason:
Scientists say that during the month of Sawan, milk brings many diseases because more animals are produced in this month, which cow, buffalo and other animals eat them along with grass.
Due to which the milk becomes poisonous. On receiving this, many diseases and bile like pitta vata arise in the body. Hence it is considered to drink milk in the month of Sawan.
In the month of Saavan, Lord Shiva as a Shivalinga avails himself of all the qualities of milk to protect his devotees from active diseases and protect his devotees.
